He was a Spanish jurist. Son of Luis de Pelsmaeker Van der Weeen and María Araceli Iváñez Alonso, he got married and had five children. He studied the baccalaureate at the Universidad de Madrid and graduated in Law at the Universidad de Granada on the 12th of June, 1922, obtaining the doctorate in 1926. The Junta de Ampliación de Estudios (JAE) granted him with a scholarship to continue his studies in Germany. The Governing Board of the Universidad de Sevilla granted him with a scholarship to visit Paris and Brussels in a study trip.
Professor of Roman Law of the Universidad de La Laguna in 1929. Professor of Civil Law of the said university in 1930. Secretary of the Faculty of Law in 1930. He moved to the Universidad de Sevilla to the chair of Roman Law in 1931. Secretary of the Faculty of Law of the Universidad de Sevilla in 1936. He retired in 1971.
Other positions he held were:
Vocal of the Technical Board of national education of F.E.T. and the J.O.N.S. in 1936. Legal adviser and secretary of the Delegation of Public Order of Granada in 1937. Legal adviser of the military government of Seville in 1937. General auditor of the Universidad de Sevilla from 1943 to 1947. He was appointed general auditor of the Universidad de Sevilla in 1956.
