Spanish professor and minister. He was born in Astorga (Leon) and died in Madrid. He was the son of Domingo Franco Botas and Amparo López García.

He started his academic training with the baccalaureate at the Cardernal Cisneros Institute. He got the bachelor degree and the doctorate on Law at the Universidad Central in Madrid and he received a scholarship from the Council for the Extension of Studies in order to study in Germany and Belgium.

He started his academic career as a lecturer in the Faculty of Law at the University of Madrid. He was appointed professor of Political Economy and Elements of Public Finances at the University of Murcia and, then, he was transferred to the University of Zaragoza. Through an exchange, he received the chair of Economy and Public Finances at the University of Salamanca. After his exile in Mexico, he was lecturer at the National School of Economy at the University of Mexico. He joined the chair of Business Sciences at the University of Puerto Rico.

He was sanctioned in 1939 and exiled in France, Mexico and Puerto Rico after the Spanish Civil War. He came back to Spain in 1967.

Governor of the Banco Exterior de España [Spain’s Foreign Bank]

State Councilor at the Council of the Bank of Spain.

Minister of Public Finances.
