He was a Spanish politician born in Murcia. Son of Salvador Martínez Moya, lawyer and parliamentary (parliamentary deputy by Murcia in 1910 and 1914), and of Josefa Crespo Ros, he was married.
He studied the baccalaureate at the Instituto de Murcia and graduated in the Universidad de Madrid on the 27th of June, 1914, obtaining the doctorate in Law in 1916.
Professor of Trade Law of Spain and of the main European and American nations of the Universidad de Santiago de Compostela in 1930. He moved to the Universidad de Murcia to the same chair in 1931. He was appointed dean of the Faculty of Law of the said university in 1932. Rector in 1936. He retired in 1963.
Other positions he held were:
City Councilor of the City Council of Murcia from 1927 to 1928. Parliamentary deputy formed by the Partido Republicano Radical in 1931 and 1933. Sub secretary of the Ministry of Justice in 1935. Lawyer at the Bar Associations of Murcia, Albacete, Alicante, Lorca and Orihuela.
Investigó en el Archivo General de Indias en 1942 sobre el tema "Participación de Murcia en la revolución política de comienzos del siglo XIX".
