He was a Spanish professor born in Granada. He passed away in Madrid.
He studied the baccalaureate at the Colegio del Sacro Monte and graduated in Law at the Universidad de Granada in 1923. He obtained a scholarship for the Colegio os Spain in Bolonia. He was granted with a scholarship by the Junta de Ampliación de Estudios (JAE) in 1925 in order to continue his studies at the universities of Paris, Oxford and Freiburg.
Professor of Elements of Natural Law of La Laguna in 1928, he moved to the Universidad de Salamanca occupying the chair of Philosophy of Law in 1931. He was professor of Public International Law of the Universidad Central de Madrid in 1932. The republican authorities dismissed him from his position of professor in 1936. After the armed conflict, and after his sanction expedient in which he accused other professors of "republicans", he was reinstated in his position without sanction.
Other positions he held were:
Councilor of the CSIC since 1943. Member of the Court of La Haya and Delegate of Spain at the ONU (1957-1961). He was appointed ambassador in Colombia in 1963 and, two years later, in Austria. Legal adviser of the Ministry of Foreign Affairs. Delegate of Spain at the Committee of the United Nations.
