He was a Spanish professor who was born in Santiago de Compostela and passed away in Madrid, son of Salvador Lissarrague and of Carmen Novoa.
His academic training began with high school. At the Universidad de Santiago he obtained the Degree in Law. He obtained the doctorate from the Universidad Central de Madrid.
His academic career began with him as an assistant professor of practical lessons of the Universidad de Madrid. He obtained the chair of Philosophy of Law and Natural Law at the Universidad de Oviedo. He made use of the chair of Social Philosophy at the Universidad de Madrid. Moreover, he was appointed Vice Dean of the Faculty of Political and Economic Sciences.
Sanctioned in 1936, he stayed at the prison of Porlier (Madrid) and at the Reformatorio de Adultos de Alicante. In 1939 he was reinstated in his position.

Head of the section of publications and secretary of the Instituto de Estudios Políticos.
Provincial Inspector of Work.
Secretary of National Education of FET and of the JONS.
Provincial delegate of national education of the Moviemiento en Madrid. Director of the cultural services of the Ateneo de Madrid. Counselor advisor of the SEU.
