History:

Earle Elwood Payne was born on December 21, 1911, in San Francisco, California. He worked as seaman. Since June 1935, he was a member of the Communist Party of the United States of America and of the Communist Party of Spain (PCE in Spanish).

He sailed on February 20, 1937, aboard the “Ile de France” and arrived in Spain on March 17, 1937. He served in the Washington Battalion of the 15th International Brigade. He returned to the US on August 4, 1938 aboard the “Manhattan”.

During the Second World War, he was with the US Armed Forces.
