History:

Spanish jurist, professor, politician, and diplomat. He graduated in Law from the University of Granada and doctor from the University of Madrid. Moreover, he was professor of Political Law at the University of Barcelona between 1957 and 1977, dean of the Faculty of Law and rector of the University of Barcelona as well as professor of Constitutional Law at the University of Madrid between 1981 and 1995.

In 1977 he was elected deputy in the Constituent Cortes for Unión de Centro Democrático (UCD/Union of Democratic Centre). He was Minister for Labor between 1977 and 1978 and permanent Ambassador‑Representative of Spain before the International Labor Organization (ILO) between 1978 and 1981. He was elected judge of the Constitutional Court in 1995 and he was president of this institution between 2001 and 2004. Moreover, he was a member of the Council of State between 1986 and 1995.
