History:

Spanish politician and jurist. He graduated in Law and obtained a degree at the "El Debat" School of Journalism. Between 1962 and 1968, Attard worked as a dean at the School of Lawyers of the City of Valencia. He also headed the Valencian Academy of Jurisprudence and Legislation, and was an asesor at the Spanish Bank in Valencia, a member of the General Council of Law, the Spanish Banking Board, Commercial Banking Association and Banking Corporation S.A., and founded and headed the Export Bank.

In 1977, Attard was elected vice-president of the Federation of Popular Parties, integrated in UCD (Democratic Centre Union). Some months later, Attard founded the Valencian Popular Party, and headed it. He was elected deputy of UCD for Valencia in the Constituent and I Legislatures. During the Constituent Legislature (1977-1979), he headed the Committee on Constitutional Affairs and the Committee on Civil Liberties, which was in charge of the drafting of the Constitution.

In the I Legislature, Attard worked as First vice-president at the Congress, as a member of the Permanent Council of Courts and of the Commission of Justice, Regulations and Appeal. Between 1981 and 1982, he worked as well as the minister of the President.

Between 1968 and 1977, Attard worked as a Honorary Magistrate at the Territorial High Court of Valencia, and between 1982 and 1985, as a minister of State. He was appointed as Honorary Doctorate by the Polytechnic University in 1992. Moreover, he received the Order of Constitutional Merit on 5th December 1988, the Cross of Honour of Saint Raimundo de Peñafort in 1968, and the Knight Grand Cross of the Order of Isabella the Catholic in 1978. As the president of UCD in 1978, he declared himself against the pro-Catalonian movement. Attard proposed the name of Valencian Community, and finally it was accepted by the Congress of Deputies. He died in Rocafort (Valencia) in 1977.
