History:

Spanish chemist and politician. He was married and had five children.

Beltrán was deputy during the Constituent and the II Legislatures, and headed the Antic Casino of Castellón. He founded the Popular Party of Pío Cabanillas and José María Areilza of Castellón. Shortly after, Beltrán joined UCD and was elected deputy for Castellón in the 1977 general elections.

Between 1979 and 1982 he was a member of the Administration Board of Imepiel SA. He keft UCD in 1982, to join the Popular Democratic Party of Óscar Alzaga, which formed the Popular Coalition (AP-PDP-UL), and for which he was re-elected for Castellón in the general elections of 1982.

Finally, Beltrán died in 2016.
