Biel Rivera, José Angel (1946-)

Spanish politician and public worker. Biel graduated in Law from the University of Zaragoza. He worked as a public worker at the Technical Body of the Administration of the Social Security. Biel started his political career as member of the Christian Democratic Party, which joined UCD in the 1977 general elections. Biel was elected deputy for Teruel, joining the Parliamentarian Group of UCD. In the following Legislature, he won a seat as a senator for Teruel, taking part in the drafting of the Autonomous Statute of Aragón. Biel was also minister and general-secretary of the General Government of Aragón (1983). After UCD disappeared, Biel joined the Regional Aragonese Party (PAR), in which he worked as the Vice-President of the Mixed Commission of State-Autonomic Community of Aragón Transfers, as a deputy for Teruel in 1983, 1987 and 1991, and Minister of the Presidency and Institutional Relationships of the General Council of Aragón in 1987, being re-elected until 1994. In the 1999 regional elections, he was elected deputy for Teruel. Biel was elected Vice-President of the Government of Aragón (which did not exist properly until then), motivated by the formation of a coalition government PSOE-PAR. At the same time, Biel returned to his position as Minister of the Presidency. Between 2011 and 2015, Biel was the President of the Courts of Aragon, leaving politics shortly after.
