History:

Spanish politician and Professor of Administrative Law. He began his teaching career at the University of Salamanca, and later at the University of Seville. He was also Rector of the University of Seville (1971-1975).

During the democratic transition, he was Deputy Minister for the Regions (1977-1979) and for Culture (1979-1980), when Adolfo Suárez was President of the Government. He was one of the creators of the State of Autonomies (Estado de las Autonomías). He was elected as a UCD representative (Unión de Centro Democrático) of the province of Seville (1977-1982). In addition, he stands out for being the founder of the Partido Liberal Andaluz (PSLA/Andalusian Liberal Party), of a regionalist nature, and of which he was president until his integration into the UCD party.
