History:

Spanish politician and lawyer. He was born in La Arboleja (Murcia) in 1926. Law degree from the University of Murcia, where he received the extraordinary prize in his degree. As a lawyer, he entered the Technical Corps of the state administration, also as number one. Between 1962 and 1977 he was Secretary-General of the Civil Government of Murcia, where he served as interim civil governor on several occasions. Linked to Unión de Centro Democrático (UCD/Union of Democratic Centre) between 1977 and 1979, he was deputy to Cortes in the constituent legislature. In addition, he was a member of the UCD Political Council as well as regional president. In the meantime, he was appointed Director‑General of local government in the Ministry of the Interior. His appointment as Civil Governor of Córdoba placed him at the epicenter of the coup d'état of February 23. His relationship with the then communist mayor, Julio Anguita, was so good that Esteban would reveal years later that 'the only ones who knew where Anguita was were his driver and me'. In addition, he commanded the transformation of public bodies to the new Andalusian Statute of Autonomy. In 1983 his work was recognized with his appointment as Adoptive Son of the Province of Córdoba, an award that was added to another recognition of the Cordovan city council. He returned to Murcia in 1982, at the end of his term. He died in Murcia in 2017.
