Spanish lawyer and politician. In the transition he was elected deputy for Logroño in the Constituent Parliamentary term (1977-1979) and re‑elected in Parliamentary term I (1979-1982). He was married. He was Director‑General of Justice (1978-1979) and State Attorney General at the Government of Adolfo Suárez. He was a respected authority who actively participated in the constitution of the Autonomous Community of La Rioja. He collaborated in the drafting of the Autonomic Statute, as well as in other important norms such as the Organic Statute of the Fiscal Ministry, the Ley General Penitenciaria (General Prison Act), and the Statute of Autonomy of the Basque Country. During the Constituent Parliamentary term he was president of the Commission of Justice (18/01/1978 ‑ 22/09/1978) and president of the Comisión de Invest de Situación de los Establecimientos Penitenciarios (Commission of Invest of Situation of the Penitentiary Establishments) (21/12 /1977 ‑ 02 /01/1979). He died in Logroño in 2007.
