History:

Spanish State attorney, lawyer, and politician. He got a PhD in Law from the Complutense University of Madrid (1969). José María Martín has also been a university Professor and Director of the Centro de Estudio tributarios y económicos (Centre of Tax and Economic Studies). He is married and has had three children.

He has been director of the legal department of Banif S.A., as well as Technical General‑Secretary of the Ministry of Public Works (1975), president of the Governing Board of RTVE (1977-1978), Deputy Secretary of Agriculture (1978-1979), and President of the Comisión de Coordinación de la Siderurgia Integral (Coordination Commission of the Integral Iron and Steel Industry) (1981).

From the political point of view, he was integrated into Unión de Centro Democrático (UCD/Union of Democratic Centre), a party in which he belonged to the so‑called 'Jóvenes Turcos' (Young Turks), which advocated an alternative way to overcome the internal crisis and the leadership in which the party was mired. With the extinction of UCD he left politics and he was director of the Deposit Guarantee Fund for Banking Establishment (1983‑1987). This was the stage in which he was also in charge of the banking division of the Rumasa Group, intervened by the first government of Felipe González. Between 1990 and 1991 he was president of the Board of Directors of CNL (Consejo Nacional de Leasing), where he was replaced by Javier de la Rosa. After leaving the CNL, he returned to the Council of State, where he was a Secretary‑General in the sectors of Industry and Energy and Agriculture, Fisheries and Food, since 1996.

In the constituent parliamentary term he was elected deputy for Ávila, where he was also Chairman of the Work Commission, while the Statute of Workers was discussed. He was re‑elected in the I parliamentary term (1979-1982) and he chaired the Steering Committee of the draft of the Statute of Autonomy of Castilla y León.

He is the author, among others, of books such as; Derecho Bancario Español, El leasing ante el Derecho Español and Problemas fiscales de la empresa.
