History:

Spanish politician. He began his medical career at the Complutense University of Madrid in 1957, at the same time that he coordinated studies with teaching at a private school. In 1960 he joined the University Socialist Association and in 1961 the Socialist Youth of Spain. In August of that year he participated, along with Luis Gómez Llorente in the VIII Congress of the PSOE (Partido Socialista Obrero Español/Spanish Socialist Wokers' Party) in exile held in Puteaux (Seine-France).

Married to Myriam Soliman, with whom he had two children. He was arrested along with Luis Gómez Llorente and Miguel Boyer in February 1962, spending several months at the Carabanchel prison (Madrid). When he was released he went into exile and he settled in Toulouse (France), where he worked as a construction worker and later as an assistant of Spanish, and at the same time that he enrolled in the University of that town in order to study Philology.

Since 1964 he lived in Vienna (Austria), when he was appointed as UnderSecretary‑General of the Internacional Juvenil Socialista (IUSY/International Socialist Youth) in June of that year. He also held the position of IUSY vice president in charge of Latin America in June 1966 and until 1970. Likewise, from 1967 to 1973 he was Secretary‑General of the International Falcon Movement - Socialist Educational International.

While residing in Vienna he studied English Philology at his University. He joined the PSOE in 1967 as a member of the Section of Frankfurt (Germany). He was president of that section from 1970 to 1972 and he also represented it in the X and XII Congresses of the PSOE in exile, held in 1967 and 1972. The Unión General de Trabajadores (UGT/General Union of Workers), in which he was a member from 1962 in Spain and to which he belonged in the Frankfurt Section while living in Vienna, suggested him moving to Brussels (Belgium) as deputy to the director of the Department of Education and as head of the Service of the Americas of the International Confederation of Free Trade Unions (ICFTU).

Moreover, Miguel Ángel Martínez belonged to the PSOE and the UGT Sections of Brussels. He attended the XIII Congress of the PSOE held in Suresnes (Paris) and he represented the UGT Section in Brussels at the XXX Congress of the UGT, held in Madrid in April 1976. Since January of that year, he resided in the capital of Spain, working for the UGT Executive Committee in the Training Secretariat and in the reorganization of the socialist union throughout the country.

He was elected PSOE deputy for Ciudad Real in the first general elections of democracy held on 15 June 1977. He was re‑elected in 1979, 1982, 1986, 1989, 1991 and 1996, and he resigned from his seat in July 1999 in order to stand for election to the European Parliament that year.

He was vice president of the Parliamentary Assembly of the Council of Europe from 1983 to 1992 and its president from 1992 to 1996. In September 1997 he was elected president of the Inter‑Parliamentary Union at its meeting in Cairo (Egypt). From 1999 to 2014 he was MEP of the European Parliament, where he held, among others, the positions of spokesperson and coordinator of the Socialist Group in the Committee on Development and Cooperation and since 2007 vice‑president of the European Parliament. When he abandoned his position as MEP he remained linked to the European institutions, participating in the creation project the House of European History, inaugurated in May 2017.
