Spanish lawyer and politician, who was born in San Sebastián (Guipuzcoa) in 1948. He was a member of the Partido Socialista Obrero Español (PSOE/Spanish Socialist Worker's Party) since 1971, of the Unión General de Trabajadores (UGT/General Union of Workers), and of the Juventudes Socialistas (Socialist Youth) during the Franco dictatorship. He participated in the movement of young lawyers in San Sebastian, where he took turns protecting the arbitrary detentions of the police. He was arrested several times. He was secretary of international relations of the Juventudes Socialistas de España (Socialist Youth of Spain) (1973‑1975) and member of the PSOE Federal Committee (1974‑1978). He also held executive positions in the UGT and he participated in the Consultative Council of the Basque Government in exile. He was part of the Assembly of Basque Parliamentarians that negotiated with the government of Adolfo Suárez the concession of a pre‑autonomic regime for the Basque Country during the year 1977.

José Antonio Maturana was elected representative in the Congress for Guipuzcoa in the Constituent Parliament (1977‑1979) and I parliamentary term of the Cortes (1979‑1980). He resigned in 1980 in order to stand for the first elections to the Basque Parliament. He was elected for six terms (1980‑2001). Moreover, he was deputy vice‑president of the Bureau of the Basque Parliament (1981‑1987), Minister for Housing and Environment (1991‑1994), and Minister for Transport and Public Works (1995‑1998) of the Basque Government. He was decorated with the Medal of the Order of Constitutional Merit.
