Spanish politician, diplomat, and lawyer. He is one of the so‑called 'fathers of the Spanish Constitution of 1978'. Law degree from the Complutense University of Madrid. He obtained some scholarships to study at the universities of Freiburg im Breisgau, Munich and London. He was Secretary‑General of the Students' Association of the Law Faculty in the UCM. He also was the leader of the Nueva Izquierda Universitaria (New University Left) group, youth branch of the Frente de Liberación Popular (Popular Liberation Front). Pérez‑Llorca specialized in Commercial and International Law and he has been a professor of Constitutional Law at the Diplomatic School of Madrid and of Comparative Political Systems at the Complutense University. He is, by public examination, diplomatic (1964) and Congressional Attorney (1968). As a diplomat, he held the position of Undersecretary of Foreign Policy of the Ministry of Foreign Affairs, where he was an adviser in several delegations at the UN (1961). Moreover, he was a founding member of the Partido Popular (PP/People's Party) (1976‑1977) of Pío Cabanillas and José María de Areilza, of which he was Coordination Secretary‑General. In 1977 the PP was integrated into Unión de Centro Democrático (UCD/Union of Democratic Centre) and Pérez‑Llorca was elected deputy for Madrid in the Constituent Assembly. He was president and spokesman of his Parliamentary Group and a member of the Conference in charge of preparing the draft of the current Constitution. He was re‑elected in the First Parliamentary term. He was also Minister of the Presidency and Secretary of the Council of Ministers (1979-1980), as well as Minister for Territorial Administration (1980) and for Foreign Affairs (1980-1982). In 1978 he received the Cross of the Order of Isabel the Catholic. In 1982 he left his political life in order to devote himself to the legal profession.
