Spanish politician and lawyer.

Chus graduated in Law. His political career began in 1967 as Mayor of the Arana neighbourhood in Vitoria. In 1976, he worked as the president of the Council of Entrepreneurs and vice-president of the Chamber of Commerce of Alava.

During the Spanish Transition Chus joined UCD, where he integrated into the executive and became deputy for Alava in the Constituent Legislature, president of the Commission of Treasury in the Courts and vice-president of its parliamentarian group at the Congress. He was re-elected in the I Legislatre, although he resigned from his post in 1980 since he joined the Basque Parliament until 1987.

In the Basque Country he leaded the party in Alava, and took part significantly in the drafting of the Statute of Autonomy of the Basque Country, as well as member of the Basque General Council (1978-1980), as the Minister of Public Works and Housing. He also participated in the Statute of Guernica.

From 1982 Chus was placed in the new CDS, leading it in the Basque Country and being member of the National Committee. He leaded the 1986 electoral campaign and was named general secretary, just when he ran as presidential candidate of the Basque Country.
