History:

He was a military and a government representative. He was the Lieutenant Colonel of the Regiment of Disciplinary Militias of Port-au-Prince. In January 1813 He was elected Government Representative of the island of Cuba at the Cortes of 1813 and 1814 (parliament). In September of that year he arrived in the Iberian Peninsula, presenting his credentials on the 14th of that month, and taking the oath of office on October 25. During this time he was elected to participate in the Committee of Agriculture, Industry and Arts and to organize the transfer of the Cortes to the island of Leon, again, in the same month. When the Cortes were already in the island of León, he was elected as a member of the retinue that had to receive the Regency.

At the beginning of the second legislature, he took the oath of office on February 24, 1814, but did not stand out for his participation in any relevant debate.
