He was a lawyer and a government representative. He was the son of José Matías de Velasco y Gudiño and Micaela Eugenia Rodero de la Vara. His education began at the Jesuit school of San Juan Bautista where he studied Latin Grammar and Philosophy; after that he went to the Colegio de San Ildefonso where he studied civil and canon law, and then to the Real y Pontificia Universidad de México where he obtained a bachelor's degree in canons. Later on, and with his professional career already started, he got a doctorate in Canon Law at the University of Guadalajara.
In 1769 he obtained his law degree and began a long career in the service of the Crown. He was an attorney at the Court of the Royal Consulate of Guadalajara, a lieutenant and advisor to the mayors Fernando Abascal y Souza, and later Viceroy of Peru and José de la Cruz. He was a member of the Security Board against the insurgents. He later held the post of governor of the Guadalajara City Council and was president of the Royal Court. In 1814 he was appointed government representative but, once he arrived in the Peninsula, he found that the Cortes (parliament) had been suppressed by Fernando VII. On his return to Mexico, he occupied the position of judge of the Court of Mexico.
He was married to Vicenta Palafox Lozano. He was the father of the insurgent Francisco Lorenzo Velasco Palafox. His daughter Ana Jacoba de Velasco married Roque Abarca.
