Spanish politician and deputy. He married to Josefa Velasco, with whom he had a daughter called Adelaida.
He studied Law in the University of Alcala de Henares, where he obtained the title of bachelor of Law, and after finishing his studies, he worked in Nicolás García's law firm (who was a professor in the University of Alcala de Henares). He passed the exams that he had to take in order to be the lawyer of the Royal Councils and became politically important when he was elected to the Provincial Council. In 1820, he was elected deputy for Madrid, taking part in different commissions, including the one of the powers committee and the committee on the reply to the Crown's speech. He was an anticlerical politician and an advocate of the representative system and its liberties.
In 1822, he became a member of Evaristo Fernández San Miguel's Ministry, being in charge of the Kingdom's portfolio of governance for the Peninsula and adjacent islands. His parliamentary interventions were dedicated to addressing the country's poor situation, which was in the midst of a serious crisis. In 1823, he quit his position and had to go into exile to England after absolutism's return.
