Spanish lawyer and professor. He was the son of Berjano Fernández-Banciella, mayor of Oviedo, and Teresa Escobar.
He started his academic training with the baccalaureate of Arts at the High School of Oviedo. It was in the University of Oviedo where he was awarded a degree on Law and, he studied the first course of his doctorate in this university although he concluded it at the Universidad Central in Madrid.
He started his academic career being the substitute of the chair of History of the Church, Councils and Canonical Collections. In addition, he was a substitute in the modules of Political Law, Roman Law, History of the Church and Roman Law Institution. In 1880 he was appointed lecturer at the Faculty of Law in Oviedo. The following year he obtained the chair of that university and he got the chair of General History of Spanish Law, the chair of Spanish Commercial Law and the chair of the Major Nations of Europe and America. In 1887 he took office of the chair of Commercial Law at the University of Zaragoza. In addition, he carried out activities of a secretary of the Faculty of Law at the University of Oviedo, and of dean of the Faculty of Law at the Universities of Zaragoza and Oviedo.

Substitute municipal judge of Oviedo.
Lawyer and dean of the honourable Bar Association of Oviedo.
Chair of the Board of Beneficence.
Mayor of Oviedo city hall for three years (1897-1899).
