He was a Spanish professor of Law, son of Fernando Galán y Álvarez-Cascos and Cruz Gutiérrez. Among his siblings it is outstanding Fernando Galán (professor of Biology at the University of Salamanca). She got married for the first time with Amalia López Mellado and later with Concepción Abad Díaz.
He began his academic education with the high school at the High School of Oviedo. He studied the first academic year of Law at the University of Oviedo. Then he moved to the University of Madrid and here he obtained the doctorate in Law.
His academic career began with him as a professor assistant of Philosophy of Law at the University of Madrid. He obtained the chair of Philosophy of Law at the University of Murcia. He was moved to the University of Valladolid where he made use of his chair of Natural Law and Philosophy of Law. He encountered various persecutions and redeployments. He went back to the University of Murcia with the chair of Natural Law and Philosophy of Law. He worked at the Faculty of Law at the University of Santiago. He was moved again to the University of Zaragoza to make use of the chair of Natural Law and Philosophy of Law. He ended up at the Complutense University of Madrid as professor of Criminal Law; and Natural Law and Philosophy of Law.

Member of the Royal Academy of Jurisprudence and Legislation.
The Foundation Juan March granted him with aid for research.
