He was a Spanish politician and professor. Son of Nicolás de Otto y Crespo and Carlota Escudero y Escudero, he married Mercedes Clavero Sampériz and had four children.
He graduated in Law at the Universidad de Barcelona on the 17th of December, 1904, and obtained the doctorate in Law at the Universidad Central de Madrid in 1908. He also obtained the titles of graduate in Philosophy and Humanities (section of History) and accountant and teacher trainer. He was granted with a scholarship to continue his studies in Tolouse, Montpellier and Rome.
Professor of Canon Law of the Universidad de Oviedo in 1921. Professor of Institutions of Canon Law of the Universidad de Murcia in 1923. He was appointed dean of the Faculty of Murcia in 1929. He moved to the Universidad de Valladolid to the chair of Canon Law in 1930. He moved to the Universidad de Barcelona taking charge of the teaching of Civil Law in 1940. Professor of Law of the Universidad de Zaragoza in 1941. He was appointed professor of Canon Law of the Universidad de Barcelona in 1946.
He was arrested in Barbastro in 1936, where he stayed imprisoned until November of that same year. A sanction expedient was processed in 1939 and he was reinstated in September of that same year.
Other positions he held were:
Town councilor at the City Countil of Barbastro in 1911 and City Mayor in 1914. Founder of the anti-Republican group "Acción Nacional" (in the future "Acción Popular"). Lawyer of the Ilustre Colegio de Abogados de Huesca since 1921. Vice-consul of the Estados Unidos de Venezuela in 1921.
