He was a Spanish professor who was born and passed away in Granada. Son of Joaquín García Tarifa and Encarnación Labella Navarrete, he married Isabel Fernández-España Vigil.
He began his academic education with the high school at the High School of Granada.
He graduated in Law by the University of Granada. Doctor in Law, he enjoyed a scholarship from the University of Santiago to study in England.
He began his academic career as an assistant professor at the Faculty of Granada. Professor of Administrative Law by the University of Santiago de Compostela, he was moved to the University of Salamanca where he took office of the chair of Administrative Law. He swapped to the University of Granada where he made use of the chair of Political Law. Sanctioned. The process began in 1942 but it could not be possible due to the demise of the concerned in 1936.

Civil governor of La Coruña; Cádiz; and Seville.
