Spanish politician, son of Ramón González Posada and Guillerma Biesca Suárez, who got married with Lucila Díaz y Pedregal, with whom he had three children. He studied high school at the Povincial High School of Oviedo and graduated in Law at the University of Oviedo on the 26th of September, 1878, and obtained his doctorate in 1883.
Professor of Elements of Political and Administrative Law of the University of Oviedo in 1883, he moved to the Central University of Madrid in 1910, holding the chair of Compared Municipal Law. Professor of Spanish Political Law Compared with the Foreign Law of that university in 1920. He taught courses in Argentina, France and Switzerland. He was appointed Dean of the Faculty of Law in 1930. He retired in 1931. He was appointed honorary dean of the Faculty of Law of the University of Oviedo in 1933.

Vice president of the Institución Libre de Enseñanza (Free Educational Institute). He was member of the International Institute of Sociology of Paris. Senator by the Partido Reformista de Melquíades Álvarez during the legislations of 1921-1922 and 1923. President of the Worker's Council in 1931. President of the National Welfare Institute in 1915.
