He was a Spanish deputy, minister and professor.
He was son of Enrique Gil Robles and Petra Quiñones Armesto and nephew of the poet Gil Carrasco. He married Carmen Gil Delgado y Armada.
He began his academic education with the Jesuits and later with the Salesians. He studied Law at the University of Salamanca. He obtained his doctorate at the University of Madrid.
His academic career was outstanding because he obtained the chair of Spanish Political Law in Comparison with the Foreign Law from the University of La Laguna. He abandoned teaching temporarily to dedicate himself to politics. He went back as a professor of Political Law at the University of Granada. He moved due to a swap to the chair of Administrative Law at the University of Salamanca. He was moved again to the chair of Political Law of the University of Oviedo, where his academic activity concluded.

He was part of the editorial committee of the diary El Debate, as a subdirector.
He collaborated with the minister Calvo Sotelo in the technical work of the composition of the Municipal Statute of 1924.

He participated in the writing of the founding manifesto of Acción Nacional.
Deputy in Salamanca as member of the "Bloque Agrario"; and in Leon as candidate of Acción Popular.
Member of the political parties Acción Popular and CEDA.
He was part of the privy council of Juan de Borbón.
He founded the group Democracia Social Cristiana.
He presided the Federación Popular Democrática.
