He was a Spanish professor who was born in Zaragoza and passed away in Madrid. Son of Inocencio Legaz, he got married with María del Carmen López Niño.
He began his academic training in the Escuelas Pías de Zaragoza. He obtained the degree of legal studies in the Universidad de Zaragoza. He enjoyed a scholarship in France, Austria and Switzerland. He obtained the doctorate in Law at the Universidad de Madrid. He joined the Student Dormitory. The Junta para Ampliación de Estudios granted him with a scholarship to visit the Universidad de Viena.
His academic career began with him as a professor assistant at the Universidad de Zaragoza. He was professor of Philosophy of Law at the Universidad de La Laguna. He was moved to the same chair to the Universidad de Santiago. In addition, he was Dean of the Faculty of Law and Rector. He was moved again to the Universidad de Madrid to made use of his chair of Philosophy of Law and Natural Law. Moreover, he was Dean of the Faculty of Law and professor at the UNED.
He was declared exempt from sanction in 1942.

He run for the elections for the Derecha Liberal Republicana of Niceto Alcalá Zamora and Miguel Manura; and with the Partido Republicano de Aragón.
County head of the Falange Española Tradicionalista and of the JONS of Santiago de Compostela.
Doctor honoris causa by the University of Coimbra and Vienna.
Subsecretary of the ministry of National Education with Manuel Lora Tamayo.
Member of the Real Academia de Ciencias Morales y Políticas; and of the Real de Legislación y Jurisprudencia.
Merit president of the Círculo Gallego de Madrid; and of the Instituto Hispano-Luso-Americano de Derecho Internacional.
