Spanish Archivist. Son of Alberto Giner Cossío and Tomasa Pantoja. Student of the Free Educational Institution created by the writer and teacher Francisco Giner de los Ríos, cousin of his father. He professionally focused on Historical and Artistic Studies. In the National Historical Archive, he was in charge of the section of the Military Orders since 1921, and also was technical secretary of the already mentioned Archive. During the Spanish Civil War, he was one of the responsibles, task given by Manuel Azaña, of safeguarding the national artistic heritage. He exiled in Paris for some years and cataloged there the Spanish drawings and engravings of the National Library of France. He returned to Spain in the decade of the 1960s. He died in Madrid at 90 years old.

En su testamento legó trescientos mil francos, correspondientes a la venta de un piso de su propiedad en París, al Museo del Prado.
El 19 de febrero de 1936 acudió al Archivo Histórico Nacional (A.H.N.) de Madrid para investigar documentación de la sección de Códices.
