Spanish jurist, historian, and politician. He was VII count of Rodezno, XII Marquess of San Martin and V count of Valdellano. Law degree from the Central University of Madrid. Tomás Domínguez was mayor of Villafranca (Navarra), parliamentary deputy, senator and, during the period of Francoism, attorney in the Cortes del Reino. He was one of the main leaders of Carlism, holding the positions of President of the la Junta Suprema Tradicionalista (Supreme Traditionalist Board) and Secretary-General of the Comunión Tradicionalista (Traditionalist Communion).
He intervened in the preparation of the failed coup d'état of General José Sanjurjo in August 1932 and in the military uprising of July 1936. He negotiated with General Emilio Mola the participation of the Carlist militia, the Requeté. During the Spanish Civil War he assumed the leadership of the Junta Nacional Carlista de Guerra (National Carlist War Board). He participated in the elaboration of the Unification Decree of 1937 by which the Comunión Tradicionalista and the Falange Española were integrated into the single party FET de las JONS, being named member of its first National Council.
He was part of the first government headed by Francisco Franco, first as Minister for Justice (1938-1939) and then as Minister for National Education (1939). He was Vice‑President of the Provincial Council of Navarra between 1940 and 1948. From that position he promoted the creation of the Institución Príncipe de Viana, of which he was its first president.
He was appointed a member of the Royal Academy of Jurisprudence and Legislation in 1943 and of the Royal Academy of History in 1944. As a historian, he wrote about genealogy, history of Navarre, and Navarrese law.
