Spanish diplomat, lawyer and politician. His father, Gabriel Arias-Salgado, was the Minister of Tourism and Information during the Spanish dictatorship, and his brother is Fernando-Arias Salgado, diplomat. Arias-Salgado is married with Guadalupe Ruiz-Giménez Aguilar, a Spanish politician and European deputy.

Deputy for Toledo in the Constituent and I Legislature, and for Madrid in the IV and VII Legislatures as well. During the Constituent Legislature, he joined Grupo de Unión de Centro Democrático (Democratic Centre Union Group), joining also Grupo Centrista (Centric Group) in the I Legislature and later on, he joined Partido Popular.

Arias-Salgado graduated in Law from the University of Madrid. He started his diplomatic career in 1956, becoming the Head of Studies at the Diplomatic School of the Ministry of Foreign Affairs. From 1970, he quitted the School and worked as a lawyer for five years at his brother's lawyer's office. Between 1964 and 1976, he worked as a "Cuadernos para el Diálogo" leader-writer and editorial advisor. In 1974 he cooperated in the "Sistema" magazine along with socialist intellectuals such as Gregorio Peces-Barba.

In 1976, Arias-Salgado participated in the foundation of Partido Socialdemócrata or PSD (Social Democratic Party) together with Francisco Fernández Ordóñez. After PSD joined UCD, he became the president of the UCD Provincial Committee in Toledo. On May 1978, he was appointed General Coordinator and Secretary of UCD Organization. Later on, at the First National Congress of UCD, he was named the party Secretary-General. On 5th April 1979, he was appointed Minister of Relationship with the Courts.

On May 1980, near the UCD crisis, Arias-Salgado resigned as Secretary-General, being replaced by Rafael Calvo Ortega. Between 1980 and 1982, he worked as a Minister of Presidency in Adolfo Suárez Government and as a Minister of Territorial Administration at Calvo Sotelo Government.

After UCD disappeared, Arias-Salgado came back to private sector, and was vice-president and then, president of "Prosegur", a security enterprise, and Grupo Empresarial Sagital (1984-1989). From 1983, he balanced these positions with his return to Politics, founding the CEPA platform along with some other ex-Ministers of UCD. Later on, he joined Partido Reformista Democrático (Democratic Reformist Party), with which he stood for a seat for Toledo without any success. In 1987, Arias-Salgado joined CDS, becoming the Manager of Presidency Cabinet. He came back to the Congress in 1990, this time in Madrid. On 5th January 1993 he joined Partido Popular, supported by José María Aznar, who appointed Arias-Salgado as Minister of Public Works and Transport from 5th May 1996 to 2000. Later on, he came back to the private sector, working as a councillor in Edesur, an enterprise belonging to Endesa Internacional group, and as a president of Grupo Carrefour in Spain (2000-2016). He also worked as a president of World Duty Free Group afterwards.

From 2017, he has been working as the president of Fundación Transición Española (Spanish Transition Foundation), where replaces José Luis de Zavala.
