History:

Spanish politician, lawyer, and professor. He studied law at the University of Valencia as a fellow at the San Juan de Ribera College of Burjasot. In 1956 he received his doctorate at the Bologna University as a fellow of the Royal College of San Clemente de los Españoles. Initially he was an assistant and adjunct professor of Public Finance at the Law Faculty of Madrid. From 1961 until his death, he was a professor at the University of Seville, first at the Chair of Political Economy and Public Finance, replacing Ramón Carande, and since 1971 Professor of Financial and Tax Law. He was deputy for Unión de Centro Democrático (UCD/Union of Democratic Centre) for the province of Seville in the Constituent Cortes, president of the Committee on the Economy and Finance and later of the Committee on Budgets, as well as spokesman of UCD Treasury Committee. He was candidate to the presidency of the Pre‑autonomous Board of Andalusia in 1978, being defeated by the candidate of the Partido Socialista Obrero Español (PSOE/Spanish Socialist People's Party), Plácido Fernández Viagas. On 6 April 1979 he was appointed Minister for Finance with Adolfo Suárez as president. He was minister until 2 December 1982, after the election of Leopoldo Calvo‑Sotelo as president. As a minister, he played a leading role in the design and implementation of the tax reform, the modernization of the tax system (introduction of the Wealth Tax in 1977, laws on personal income tax (IRPF), and corporation tax in 1978), and the regulation of the Autonomous Communities funding (law of the Basque agreement in 1981 and LOFCA (Organic Act on Financing of the Self‑governing Regions) in 1980).
