Spanish economist and politician. He graduated in Economics from the Central University of Madrid in 1954 and in 1959 he got a a PhD in Economics from the same university. He was Professor of Economics at the University of Barcelona between 1960 and 1966. Master's degree in economics from Stanford University. He was married to Carmen Rubio Ojeda, with whom he had three children.

He has been Director of the Department of Economic Theory of the Autonomous University of Madrid, between 1969‑1976 and since 1994. He was Dean of the Faculty of Economic and Business Sciences of this same University, from 1968 to 1973.

He entered politics in 1967 through the Partido Social Democráta (Social Democratic Party) of Aragon, of which he was President. Later he joined Unión de Centro Democrático (UCD/Union of Democratic Centre) in the face of the 1977 general elections. Already at UCD, he was Adolfo Suarez's economic adviser from 1977‑1978 and president of the Aragonese Commission that negotiated with the Government the transfer of powers between the Central Administration and the General Provincial Council of Aragón.

In the democracy he was elected deputy for Murcia in the Constituent Assembly and re‑elected in the II, III and IV parliamentary terms.

José Ramón Lasuén did not stand for the 1979 elections, but in 1982 he reached an agreement with the leader of Alianza Popular, Manuel Fraga, to join this formation and opt for a seat in the elections that same year. Years later in 1985, when he was a deputy, he had to face accusations about influence peddling over some companies, along with Miguel Herrero and Rodríguez de Miñón, with whom he had the company Adicsa. In 1987 he decided to leave Alianza Popular after a confrontation with Abel Matutes, and after some negotiations with Adolfo Suárez he joined the Centro Democrático y Social (CDS/Democratic and Social Centre). In this party he revalidated his seat, becoming president of this party in 1990, and candidate for Mayor in Madrid in 1991 to replace Agustín Rodríguez Sahagún. He resigned for personal reasons.

In the private sector, he has been an economic adviser to the president of the Savings Banks (1964-66), president of Conservas Aragonesas SA, vice president of Fabricaciones Industriales SA, and director of La Montañesa SA.

In addition, Lasuén has been editor of Anales de Economía y Economía Política and has published, among others, the following works: Plan General de Madrid, Plan General de Zaragoza, Información Urbanística del Valle del Duero, Esquema del Plan Nacional de Urbanismo, Índices de Aprovechamiento del Suelo, Estudio de mercado para el Centro Comercial de La Castellana, Evolución de las densidad del área metropolitana de Barcelona and Análisis de viabilidad del Mercado Central de Madrid.
