History:

Spanish politician, History, Philosophy and Social Politics student. He quitted his studies to devote himself to politics, joining the Communist Youth of the Unified Socialist Party of Catalonia (PSUC) in 1970. He was arrested due to a demand at the Industrial School of Sabadell, and tried for illegal propaganda, which led to his expulsion as a professor from this school.

During the Transition, Riera Mercader was elected deputy of PSUC for Barcelona during the Constituent Legislature, and re-elected in the I Legislature. After PSUC and PCE's crisis, Riera Mercader joined PSOE in 1982 and was appointed director of the Youth and Society Centre of Studies, which was devoted to research and promotion about youth politics, being Javier Solana its Minister. In 1988, he was appointed advisor of the Minister of Social Affairs Matilde Fernández (1988-1991).

Riera Mercader wrote the Report on Spanish Youth of 1984 and 1988, and organized the Intergovernmental Conference on Youth Politics in Latin America held in 1987.
