History:

The Spanish Federal Council of the European Movement is an association constituted by the Spanish exile in 1949 in Paris, at the seat of the Basque Government in exile. Its first president was Salvador de Madariaga, president at that time of the International Liberal Union, and one of the protagonists of the Hague Congress of 1948 that ended up lighting the Council of Europe the following year. The first meeting managed by José Antonio Aguirre, the Basque president in exile, was attended by Carlos Pi i Sunyer, Ramón Nogués, Josep Tarradellas and Joan Sauret, from Esquerra Republicana de Catalunya; Fernando Valera and Juan Arroquia, of Unión Republicana; Salvador Quemades, of the Republican Left; José Antonio Aguirre, José María Lasarte and Javier de Landaburu, of the Basque Nationalist Party; and Salvador de Madariaga and Trifón Gómez, this last vice-president of the Socialist Party.

The Spanish Federal Council of the European Movement played a leading role in the articulation of the opposition against the Franco dictatorship and in the promotion of Europeanist ideals. He collaborated with the Europeanist democratic associations that emerged in the interior of Spain, especially with the Spanish Association of European Cooperation that was invited to participate in the meeting of the 4th European Movement Congress held in 1962 in Munich. After the death of the dictator, the Federal Council Spanish of the European Movement settled in Madrid, continuing to the present.
