Spanish jurist, politician and professor. He was the son of José Barrio and Susana de Mier and he got married to Maximina Marcos Sánchez. He started his academic training in 1853 with his Latin and Humanities studies at the Senior High School of Toledo, as well as several private schools in Madrid. He studied Philosophy and Literature at the University of Valladolid and at the Universidad Central. In addition, he was awarded a degree in Law at the University of Valladolid and a doctorate at the Universidad Central.

During his academic career he outstood for being an assistant professor at the Universidad Central in Madrid, a professor of Comparative Legislation and General History of Spanish Law.

He was appointed the chairs of Spanish Political and Administrative Law as well as Political Law of the Main States at the Universidad Literaria de Vitoria. He made use of the chair of Historic Geography at the University of Zaragoza and he worked as a librarian, a dean and a professor at the Universidad de Otañe. In 1880 he was a professor of Introduction to Law and History, as well as Elements of Roman Law at the University of Valencia. Furthermore, he obtained the chairs of History and Elements of the Spanish Civil Law and Spanish Civil, Common and Regional Law at the University of Oviedo. He carried out activities of dean at the Faculty of Law and rector of the last university mentioned. He was also appointed dean in the Faculty of Law at the Universidad Central.

He held other positions such as:

Vice president of the section of Administration in the Athenaeum of Valladolid.

Lawyer at the honourable Bar Association of Madrid.

Deputy of the Spanish parliament in the district of Cervera de Pisuerga (Palencia).
