He was a Spanish deputy and professor who was born and passed away in Salamanca. Son of Eugenio Gil and Matilde Robles Burruezo, he got married with Petra Quiñones Armesto.
He began his academic education with the high school in arts at the Senior High School of Salamanca. He continued his education at the Faculty of Law in Salamanca. He obtained the baccalaureate in Civil and Canon Law at the Central University of Madrid; where he also obtained the degree and doctorate.
His academic career began with him as a temporary professor of psychology, logic and ethics of the Senior High School of Ponferrada. He was appointed professor of Spanish Political and Administrative Law at the University of Salamanca. This disciple was divided with the title of Spanish Political Law in Comparison with the Foreign Law; subject that he taught until his decease.
Other activities he carried out were:
Member of the Royal Academy of History.
Member of the Academy of Legislation and Jurisprudence of Salamanca.
Parliamentary deputy due to the subdivision of Pamplona.
Advisor of Public Instruction.
