Spanish miner and business expert exiled after the Civil War. Married. Member of the Miner Workers Syndicate of Asturias (SOMA), and the Socialist Group of Suares-Bimenes. Burgos held several positions in SOMA and UGT. He was the Mayor of Siero in April 1931. He was arrested in 1934 because of his involvement in the arm disembarkation of Turquesa, and he was imprisoned in "El Coto" prison (Gijón), until he obtained the amnesty on February 1936. On that same year, he was elected deputy for Oviedo. When the Spanish Civil War broke out, he joined the miner battalion "Manuel Llaneza", he was superintendent of the Government delegation in Asturias and León, and he was Captain of the Barcelona air defense. He departured from Bordeaux and went into exile to Veracruz (México) in May 1939 with his two daughters, Berlamina and Soledad Burgos Montes. They went on board the ship "Flandre". He was a beneficiary from the Committee of Help to Spanish Republicans or JARE and the Evacuation Service of Spanish Refugees (SERE). In México, he opened a restaurant and worked at the "Compañía Técnica Constructora de México"
