Spanish lawyer, writer and politician. Barcia studied Law. In 1911, he was sponsored by the JAE to study at the Universities of Berlin and Marburg, when he learnt Social Economics and Public Law. In 1912 he created, organized and headed the Condorcet lodge, being later appointed as Grand Master of Freemasonry and Grand Commander of the Supreme Council of Freemasonry. In 1916, he was elected deputy for Vera (Almería), and was re-elected until the end of the Spanish Restauration (1923).

Barcia worked as a defence lawyer of Lluis Companys and his colleges at Catalunya due to their involvement in the revolt against the Spanish Republic on October 1934. In 1935, he was first on the list to be a deputy for Republican Left-Wing for Almería at the Courts.

Right after Popular Front's victory in 1936, the President Manuel Azaña appointed Barcia Minister of State. On 10th May, the temporary president of the Republic Diego Martínez Barrio, named Barcia president of the Council of Minister, which balanced with the position of Minister of State.

Due to Franco's coup d'état, Barcia was in charge of the Ministry of Governing, being Martínez Barrio the president of the XXI Republican Government. In the next government, José Giral Pereira appointed Barcia Minister of State. After the Spanish Civil War ended, he went into exile to Argentina.
