History:

He was a Spanish veterinarian, politician, deputy and ambassador. His detailed knowledge on the most innovative veterinary techniques led him to be the first in proposing the establishment of livestock records in the whole national territory for a better control of the cattle and its illnesses and epidemics. In addition, he achieved the creation of a "Dirección General de Ganadería" (General Administration of Livestock) within the Ministry of Agriculture during the Second Republic. He was elected deputy in Cortes in the province of Leon in 1931 and in 1933 as a representative of the Radical Socialist Party. He was Minister of Trade and Industry during Martínez Barrio's government between October and December 1933. He was named ambassador of Spain in Mexico in 1936. He made important diplomatic efforts in this last-mentioned country during Lázaro Cárdenas' government while Spain experienced the Civil War. Later, he exercised the representation of Spain in Panama, Cuba and Guatemala. The end of the Spanish Civil War brought his exile to Mexico. He was a member of the "Junta Española de Liberación" and was named president of the Council of Ministers of the Republic in exile between 1951 and 1960.
